31 weeks and still not laying

i have i white leghorn and she is a little over 31 weeks and she is still not laying i also have a RIR and a black-sexlink and both are laying but not the white leghorn why?

Don't know. Seems many breeds usually known for earlier laying are just waiting much longer this year; have no idea why, but it's widespread.
