4 day late eggs?

Hi, I started incubating a batch of button quail eggs around 3 weeks ago and I'm starting to get concerned. They are 4 days late, and no internal pips. When I float test them, they do shake a little though. The temperature has remained fairly stable with 2-3 spikes to 39-40 degree for half an hour. The humidity has been weird. The incubator I am using is small, so it easy to add too much water, as any more than 1/2 a teaspoon would make it reach 90%. These are hatched eggs... Should I be concerned? They are moving in water, just not pipping.

If they haven't pipped I'd say they're dead. The temp spikes can kill them no matter how frequent they are. Do you hear them peeping?
