Are you saying you have BR hens and a BSL rooster and were told if he passes his barred gene to one of their offspring you'd have a pure BR chick or pure for barring?
That cockerel does appear to be from that cross and received two copies of barring. But that doesn't make him a BR. He may look like one when mature or he may look like one with leakage.
