4 week old ISA Brown feathers look weird

😅😬 it's me again, hi all! I posted about the same chick when she was 2 weeks old, now she's 4 weeks old, and her feathers still baffle me. This time I came out to see that something weird was going on with the feathers around her neck. They have a brooder plate in their coop that stays on the heater setting because our nights have been getting to the 30s and our days have been 50s-60s+. She's still eating, drinking, and pooping. And she's the only one whose feathers look like this. I haven't noticed any alarming problems. It might be nothing, but I am still learning the sick chick warning signs.

Hmm, it just looks like she got some water on her neck maybe, but otherwise, she looks totally healthy and active.
That's what I was hoping! She didn't feel wet, but I do have the water elevated in the coop and they go under it. It just looks weird and crusty almost. I was scared to touch them in case she was hurt or something! I haven't had to do any chick 1st aid yet, and I'm dreading the day I do.

Maybe a little wet but looks like new feather growth to me.
 
As long as she is acting normally, eating, drinking, pooping, chirping etc., don't worry. Looks like she may have gotten wet and dirty, and it just dried to a bad hair day.
 
You worry about your chicks to much. You'd be surprised how well chickens heal/grow. If they are not eating/drinking walking about their lives then be worried.
