I am leaning towards roo for the following reasons:
1.) I am assuming you got him from a hatchery. Hatcheries tend to cross their EEs so that the pheasant pattern and color (called wild type) shows up in females. The males tend to be white and black. This is completely useless information however, if you got him/her from a breeder, because they are breeding for color and conformity, not for easy commercial sale.
2.) EE roos tend to feather out where their wing bow color matches their chest colors, which appears to be the case with your little bird.
3.) My EE female has absolutey no pinking of her comb even at 6 weeks. The picture is hard to see, but I believe I see pink in your bird's comb. Additionally, she's been feathering like a fiend, and yours looks a bit behind in the tail (pun intended). Roosters tend to feather their tails very slowly, like they're waiting for their big reveal or something.
None of this is foolproof, but they are good indicators of roosterness. I'm sorry if it's unwelcome news
