6 week old chick- feather growth

Hello! I have a six week old bantam chick that is fairly far behind his brooder mates that are the same age. Is the slow feather growth a breed characteristic? How much longer will he need to be before he can go outside in the 60-70s at night? They have not had a heat lamp for about two weeks in my garage. It gets to the 90s during the day.

I figured, the rest of the fully feathered chicks are getting cramped, can he go outside since they have not had supplemental heat for a few weeks?
 
Yes I do, I have 24 older chicks that are 9-10 weeks old at the oldest. Does the integration for these 6 week old chicks still follow the “put them in at night” guideline?
