Yes. Chances are that chicks will end up drowning at hatch with that much humidity, (at least in most table top incubators, especially styros).

I highly recommend a low humidity incubation (as long as the hatcher is NOT in a high elevation,) and monitoring air cells to judge when and if you need to adjust. I prefer 30% for most eggs and if my bator will stay above 25% dry, I don't add water. If I need more moisture I use a wet sponge and never add water to my wells days 1-17.
