I just moved my chicks to the outside coops last week and notice within a few days my little Australorp was having some skin or feather issues. It started with her head, almost look like she had dandruff and now she is missing feathers on her neck. I have attached a photo. She is the only Australorp I have so I'm not sure if this is a normal process when their feathers come in. I have two Buff Orpingtons, same age with very mild "dandruff" on their heads but no other issues and a light brahma with no issues at all.

The dandruff could be from the shafts of the pin feathers as they break up, it would be more noticeable on a black bird. It doesn't look like she is being feather picked, or you haven't seen other chicks plucking feathers? I'd double check for lice/mites, especially at night in case there is something like that going on.
