you need to put electrolytes in his water and help him drink it (dribble along beak etc. do NOT squirt in beak)... anytime a bird is panting it needs electrolytes. Do not emmerse longer than ten minutes at a time maximum is what I have read (put on a cloth over a hot water bottle perhaps to keep the area warm until safe enough to try again?)
It sounds as though it could have a malabsorption problem (meaning it doesn't absorb the nutrients from the feed properly even if it does eat enough) > this is too young to be giving anything but its starter and yogurt. Is the starter medicated? If not put it on medicated starter. I would get some AviaCharge 2000 for a bird with indications this is a problem.
