8 week old runner duck, found limp aside of the pond unable to stand or hold his neck up. The other four in the flock are fine.

That sounds very much like botulism, a disease caused from eating a toxin produced by dead fish, animal, or plant matter being underwater or underground without air, which allows the toxin to spread. Even maggots eaten that were near the fish or animal is toxic. But poison could also have been possible, hopefully not. So sorry for your loss. Here is an article to read:
