9 day old Chicks will not use heat plate

Just chiming in that I've got my less than week old chicks outside in their mini coop with a heat plate placed inside a plastic bin with an entrance cut out and they are perfectly fine, it's been lows of 45-55 and highs in upper 70s. Only reason I did the bin over it was to knock down the drafts.
 
Raised a bunch over winter. Towel over the plate. Lows in the low teens, highs of 35-40. Day old chicks thrived. (If you saw what momma hen does to chicks your opinion of how hardy chicks are will forever change)

Glad to hear the heat plate is working out well for you the plastic bin sounds like a good idea
