9 month old rooster

I have a nine month old rooster. He has yet to crow and he doesn't have spurs. What does this mean? He is a white rock.

Not a lot, especially if you have another rooster. The dominant one often does most or all the crowing. Sprus don't have any particular timetable, nor are they confined to cocks.

Of course, he may be a she, too.
