9 week old buff orpington - hen or rooster?

We got five chicks at once, including two buff orpingtons, and they were supposed to be all hens (roosters are illegal to keep in our city). Our dog broke down the fence and killed one of the orpingtons. Since then the other has asserted itself at the top of the pecking order and also started crowing in the morning and other times. I know hens can crow, though. Comb and waddle are a pretty deep red and it has grown must faster than the others, but they are all different breeds (gold-laced wyandotte, Ameraucana, jubilee orpington).
