9 week old chick pecked by other chicks

So she is air pecking looks very strange and neurologic.

Have you been cleaning her eyes with saline and applying the neosporin or terramycin?
I would do this 2X a day or more if needed.

Pecking at the air does sound neurological so I would start her on vitamins. You can find vitamins at Walmart. Give 400IU Vitamin E and 1/4 tablet B-Complex daily along with a treat of egg. See that she's eating her chick starter and staying hydrated.

She is eating chick starter and we gave her some watermelon but she didn seem to be drinking her water.
Put some terramycin on her as well not the first time, but I will be more regular.
