911 HELP Baby quail - splayed or broken?

i got 23 pharaoh today. 1 has his leg messed up. Do you think it's broken or splayed? when I put the little cuffs on, the top of his leg joint sticks out at a bad angle.
Should I cull, and if so, what's the best way? Pull its head off? Dying over here, any advice is appreciated. I don't want him to suffer if it's broken. Thanks.

Cut its head off with sharp scissors or twist and pull, fully removing the head. Their bones arent hardened yet so those are pretty much the only effective methods.
