A 7 year old is not capable to watch a 4 year old. period.

If you think it is safe and sensible to let a 7 year old watch over a 4 year old unsupervised at any time then I suppose I am going to quit talking to you at this point because the conversation is moot.

My point was the whole series of events was quite strange for the parents to have allowed to happen. And yes, by law I am compelled to do so otherwise I can lose my license. I may not agree with all the rules I am forced to live by, but by golly I do, because what I do is important to me.

We don't know where the park is in relation to the parents, we don't know enough details to suspect/label them as irresponsible parents.

As a foster parent, yes, you are required to obey laws. But as posters posting on an internet forum, we don't know enough to say they are irresponsible which is why I guestion the advice given.

One last thing ~ the OP didn't question the parents ability to raise the children, they asked about reporting the dog. I think some have jumped the gun without enough details.

It's clear to me that the parents were VERY irresponsible here. A 7 yr old should not be responsible for a 4 yr old, and neither of them responsible for a dog.
 
I do apologize then. I made an assumption. I was assuming that the kids were out of the parents sight or were far enough away that the parents were unaware of the trespass and too far away to assist the 4 year old when the dog got loose. That's why I also made the assumption that they were being a bit irresponsible.

Guess I'm done speaking with you on this subject. Moot now.

Edit: If the parents had been present that would be information offered in the first post, I'm not saying bad parent, I'm saying something went very wrong with this walk to the park.
