If you think it is safe and sensible to let a 7 year old watch over a 4 year old unsupervised at any time then I suppose I am going to quit talking to you at this point because the conversation is moot.
My point was the whole series of events was quite strange for the parents to have allowed to happen. And yes, by law I am compelled to do so otherwise I can loose my license. I may not agree with all the rules I am forced to live by, but by golly I do, because what I do is important to me.
We don't know where the park is in relation to the parents, we don't know enough details to suspect/label them as irresponsible parents.
As a foster parent, yes, you are required to obey laws. But as posters posting on an internet forum, we don't know enough to say they are irresponsible which is why I guestion the advice given.
One last thing ~ the OP didn't question the parents ability to raise the children, they asked about reporting the dog. I think some have jumped the gun without enough details.
