Kestrels are quite small. I have a pair that lives close by and comes to hunt sparrows inside my runs. The sparrows are plenty big enough for the kestrel to handle; I can't imagine a kestrel trying a chicken. Maybe a newly hatched chick wouldn't be safe.
Were there bugs being scared up off the ground by your chickens? I've had tiny owls follow my dogs around at dusk and grabbing the bugs that flew up from the grass, frightened out by the dogs passing. I once saw my kestrel grab a grasshopper.
