A Five Week-Old Buff Orpington Rooster?

Hi, Guys: We've got four Buff Orpingtons and three RR's... all the same age. But this guy is a little bigger than the rest and is the only one so far to have such a pronounced comb.

Is it a rooster? Is it too early to tell? Thanks, - Adam.
