My partner and I purchased a home in a new subdivision at the end of city limits a few months ago where chickens were not allowed in the covenants, although they are allowed in city limits according to city ordinances. I have a flock of 5 Leghorns and had them in the middle of town with no problems. So of course I brought them to our new home with us. We are in the process of amending the covenants to allow chickens, and we are very optimistic it will go through. Yeeha!!
