A little advice please?

Alexander still stood unmoved. He even fell over, wings spread out as a hen crashed into him.

Is he eating? Yes. He literally chowed down the food I gave him after seperation. Yogurt with nutri-drench and other chicken friendly-veggies works quite well for a sick lil guy.

Is his comb a bright healthy red? No, the tips are dark.

Sluggish? Yes, but he still has a level of spunk that gives me hope. His tail and wings are droopy though.

Slightly ruffled and hunched up when I saw him out the window.
How old is he?
How old is the rooster?
How many "roosters" do you have?

What makes ask all this is your sentence right here:

I wonder if he is being kept from food/water and is suffering from dehydration and not getting enough to eat.

I agree, he has frostbite and that can make them feel under the weather, but when you put him back with the others, I would do a lot of watching - see if the other rooster(s) and even hens are doing some bullying. I have some mean hens that can do a number on a young cockerel, so watch those hens too.
 
It's very difficult to tell from the pictures, but are you sure that's frost bite?
Even if it is frostbite I can't see how that would account for his behavior.
Do any of your other chickens show any signs of frostbite?
