A Question about fertility

hi everyone
please give me some opinions on this
i have a beautiful pair of Antwerp belguim rooster and hen
she lays an egg every day
i have seen the rooster "doing his job" , but none absolutly none of the eggs are fertile , i dont know if it is him or her or how to figure that out , i wanted so much to have some chicks

Are the eggs actually infertile (no bullseye) or do they just not develop? I'm not familiar with that breed but sometimes if they're too fluffy you have to trim the feathers around their vents.
 
there is NO bullseye, i had an 88 year old man tell me the same thing you said about triming feathers , that will be a first for me trimming feathers LOL
these are sometimes called Bearded D'Anvers , or Quail Antwerp Belgian thank you for you advice
