A random bantam--is this barred?

Got this bantam from TSC. It's about 3 weeks old now. It was a little orange baby at first. Is this a barred pattern now? Any ideas about breed? It seems to be growing similarly to the OEGBs I've had in prior years. And do the 3 red feathers on each wing indicate it might be a cockerel, or is it too soon to say? Thanks for all input!
