Abnormally short legs causing bumblefoot and possible joint issues

So I got this hen, Riba, last summer who seems to have abnormally short legs, causing her wobble around on only the heel of her foot. She has a very lopsided run because of this and we have been worried about any joint issues that may arise because of this. We also treated Riba for bumblefoot only a week ago that was likely aggravated by the way she stands.
It's not an emergency, but I was hoping that someone might have advice on how to care for a chicken like this, as I have been keeping chickens for sixteen years and haven't seen anything like this.

What breed is she and where did you get her? I could be wrong, but she almost looks like a meat breed, which may be why she walks the way she does.
 
I'm pretty sure she's a production/RI Red. We got her from the same general store as all of our past hens. Didn't think they sold meet breeds, but it's plausible.
