I think my earliest crower has been at 11 weeks. It was barely even recognizable as a crow- more like the sound of a bicycle bell! Thankfully he got the hang of it as he grew bigger.
I have one cockerel right now who is about 18 weeks old and still hasn't crowed. He's the bottom of the totem pole and got stunted by injury, however, so he's an atypical case.
