I dont think you completely understand how this whole thing works...
Yes, the DOG OWNER is responsible for their OWN dog vets care...the dog was running loose IN the road..its ILLEGAL... The dog owner can even get fines from the dog officer for it!! (on top of paying their own vet bills..)...there are leash laws for a reason. AND..if that accident had caused any human injuries... then i believe the owner WOULD be responsible for them too! The dog owner CAN be sued for its dog running loose.
Yes, it may have been an accident that the dogs were out...but trust me... the judge wont care...

seriously? sweetie? im not sure you understand who your talking with but don't speak to me like a child thank you. i am an adult that knows and understands the laws, when someone attacks me i have every right to defend myself on here. thanks i appreciate your wonderful input darling.

driver was on a residential road. animals are loose. partial to blame would be any motorist that failed to stop.

how can we find this out?? call the long island police station and ask them their leash laws?? maybe?..

Because i worry all the time here in mass about my dogs getting out and an accident happening.. I would be SO in debt if it ever happend...

If the owner isn't reponsible enough, then a driver has no control of when and where a dog will run out in front of them. It can happen to anyone, even you. Just remember what you said when/if it happens to you. The ONLY way that could have been prevented would be a more responsible dog owner.

we have the power to make leash laws right now if we want but there is not actual leash law here in ny. we only have a leash law on dangerous loose dogs which would be impounded.
