Advice needed, emancipated BS peacock

About 10 days ago, I noticed our male IB BS who is 4 years old seemed to be a bit lethargic. I picked him up and noticed that he was a somewhat emaciated. About 2 weeks earlier we had wormed with safeguard goat dewormer in the water supply, we were going to follow up worm the birds with Ivermectin which is how we noticed his emancipation. We proceeded with the ivermectin in case of parasites and waited. After a couple of days we did not notice any change and he had a gurgle in his throat, similar to a sucking straw sound. I figured Respiratory disease and began to give him Tylan 50 mg/ml by mouth at a dose of 1 ml daily for 3 days. Last night he was still as lethargic as ever and I gave him 2 ml of Tylan for the 4th day in a row. 2 days ago I also added a supplement of vitamins to the water but no other antibiotics . I think that the gurgle has lessened some but he is still lethargic, roosting infrequently compared to the norm for him and being a picky eater. Not sure what else to try or do right now, but would hate to see him continue to degrade.

any help is very, very much appreciated! not sure what steps should be taken next at this point, don't want to do more harm than good.
 
Thanks Phage. Looking at research not sure if it is blackhead as his stool looks normal; isn't yellow, runny poop a major sign of blackhead? We do have medicine for that so we could try it but I'm not sure if we should/could dose him with something more so soon after the Tylan. He got another dose (down the throat) of tylan last night. The gurgle we noticed seems before a bit better but he's still not roosting and is holding his wings down (drooping). His eyes look bright and his color tone still looks good but he is SO THIN.

anyone else have ANY ideas or suggestions? I'm going to try to tempt him with some bread this morning and see if he'll take that treat. Trying to think of anything else I can give him that will help pack on some weight. Maybe some moist cat food or yogurt? I can make a run to the store this afternoon to pickup whatever. We do have electrolye solution, should I put some of that in the water? down his throat?
 
Wet a batch of starter feed, fresh batch......they love it. My peachicks will even eat it with a full feeder of starter(dry) in from of them all day.
I wet the same starter and they will come running to my hand.

another question...should we be concerned about worms still? should be re-worm with safeguard? and if so, can we administer directly to him (not via water) and how much should be dose him with? we have put in the water a couple weeks ago to worm the entire flock but wondering if he needs another dose? again, don't want to do more harm to him with his fragile state.
