Advice - neighbor wants us to cull

I didn't think any hatcheries are certified MG free.

Finding breeders that are certified MG free is difficult.

MG is not part of the NPIP program.

I was just at a seminar from the Oregon Dept of Ag this weekend, and the State Ag Vet discussed MG a bit. To be certified MG free (in Oregon, anyway) requires testing every 3 months, at a cost of over $3 per bird. Cost prohibitive for pretty much any hatchery. He said there are two "small breeders" in this state that are certified MG free, that's it.
 
Donrae is correct, though *I think* I did hear of one hatchery that is certified MG free... but most definitely are not... NPIP does not guarantee disease free, most states only test for Pullorum-Typhoid and AI... anything else is extra and charged extra, so very few opt to add those...

Culling only your chickens solves nothing though... as your ducks and guineas have been exposed, they are carriers as well at least... if your neighbor had done his research properly then he wouldn't be insisting on culling just those... sounds more like he is just on a power trip to force your hand... jmo...
 
NCD here is a big no no, and according to the low here, cool infected flock, and quarantine all flocks in a 3 miles radius!
In MHO some chickens don't equal to a good neighbors. And his concern is understandable.
In your place I would try to fined a middle ground here
Find a place as far as from my neighbor property
Bild a temporary coop and quarantine the survivors ftom the original flock

You can also offer him to immune his flock, the NCD vaccine is very cheap, 5$ for 1000 dose, and its giving by droping one drop to the eye. In Israel it is the only vaccine that is obligatory by the law.

And the big lesson here is ALWAYS QUARANTINE,
NO QUARANTINE NO CHICKENS!!
