Advice on chick's belly button

Hi, I was now checking the chicks for pasty butts and I noticed a chick has a strange belly button. It's swollen and has some white points, which are harder. Checking better I think to see it's like she can't open her vent like normal. She did't had pasty butt (I never had chicks whith it), only a little bit of white fresh poop which was on the sides of the vent, which I cleaned immediately. I never noticed nothing since she is active and doesn't seem in pain, so I never tought I had any sick chicks. (They're 3/4 days old) What can it be? An infection? An internally blocked vent?

In case it is an infection, I have some liquid Betadine (povidon iodine, 10% iodine, I hope I spelled it correctly). Could that help?
 
I would keep it clean and give it a 1 tablespoon of ACV to a gallon of water ratio. You can use the same waterer as the other chicks, it won't hurt them. If you put the povidon iodine stuff in the water, I don't know enough information on if it will hurt the other chicks or not. Hope that helps.
 
In case I am looking at that wrong, if that is the belly button, still add ACV but don't clean it. If you irritate the belly button too much in a young chick, it could disembowel the innards, which is a lot more tricky to fix (not sure you can fix it) than most infections. That is if it is the belly button and not the vent
