Advice on Hen or Roo

The comb says roo. However, I have had a hen crow before. This is most common when there are no roos, and it was the dominate hen. If she/he is in charge and there are no roos, may still be a hen. But, the comb is saying roo. I just think it should be a little bigger. I haven't had EEs in a long time though, so not really sure.
