Advice please!!!!

I need some advice please on what I can do in my duck pen to keep it dry and help with odor because where I live we get a lot of rain,and yesterday was a nasty rainy day all day. With all the rain and their poop it smells awful and I don't want my feathered babies in a nasty pen. I was told I could put sand... Is that correct?

Sand or pea gravel

I live in Western WA where it rains all winter. I tried sand and it was a mess for me because it didn't drain and you had to get the poops off of it and it stunk. I switched to pea gravel about 8 inches deep and I can spray it off a couple times a day. Half of the run I use shavings or straw so their feet aren't on hard gravel all day. I worry about bumble foot.
