Advise please for neighbors' chick

My neighbor just e-mailed me. The night before last the last of her chicks hatched. The baby wasn't hatching and was way over due, so she helped it hatched. The chick was fully formed and the yolk absorbed. The baby has curled toes and a weak neck. I told her how to make a baby boot for the weak toes. I worry that the weak neck might indicate a vitamin deficiency. I have some poly-visol. Would we be able to give it one drop a day, or is that too much for such a small chick?
 
Update on Baby Belle. As of last night she was a bit perkier, but she did manage to get her boots off and had to be refitted with new orthopedic chickie shoes.
