I have 3 female Pekin, 1 male Peking and 2 male Rouen. The Rouen have been mean to the male Peking, Bob. Bob has started keeping his distance and is often on his own. Is there a way to fix this?
 
Your main problem is you have too many males. The best sex ratio for ducks should be one male to at least 3 females. The best way to solve the problem is to re-home two of your drakes. You could also get more females (6), but that doesn't guarantee the males won't continue to fight over them.

How long have you had all of these ducks, and how old are they? Have you introduced any new ducks lately? That will also cause alot of aggression until they all get used to each other. But no matter how long they have to get used to each other, 3 males will never work with just 3 females available. They will always be fighting over the girls.
 
All the ducks are 16 weeks old and have always gotten along, but I know that they have started "Foreplay." We have 4 more females but they are only 2 weeks old
 
Ok, glad you have more females that will be added to the group later. It would still be best to rehome at least one drake, though. In the meantime, can you keep the aggressive Rouens separated from the male Pekin? Maybe put them in their own "time out" pen temporarily so maybe they'll cool off a bit and the Pekin can relax a little and be with the females.
