Aggressive female Californian quail

Hi all, I have a pair of Californian quail but the female is really bullying the male can they live alone or do they need to be kept in pairs?
 
Their in a large enclosure probably around 7ft tall and 3x5 floor space. They were housed with Japanese but she bullied them and I though it was because he had been attacked but it turned out it was her, so now their houses alone and she’s really bullying him pecking at his beak mainly and sometimes his feathers
 
Its rather odd that you have a female California quail bully a male. Can you show us a picture of your birds?

Both birds look healthy (I was thinking maybe the male might have been under the weather and so the female may have been taking advantage of it). I can't think of a reason why the female would be the aggressor. Maybe that's the way she is.
