Air Horn, use of to chase off dogs

Has anyone used an air horn to chase away and/or retrain ignorant neighbors' dogs? Animal control just suggested this as yet another nonlethal and legal way to deal with dogs. I would like to hear from anyone who has used this method, what was your experience with it, and what type did you use. I would need something small that I can easily carry around outdoors with me.

Electric fence does a good job of retraining dogs. Unless it's illegal in your area, shooting dogs that are going after your livestock can be an effective way to retrain owners.

x2 on the electric fence, put a strand at the bottom of your run and the top, it'll keep away a lot more than just dogs as well.
