Hens can be very picky about where they lay. Safety, no bugs, cleanliness, all important for a hen that thinks her egg may hatch a chick. So play around with things until they approve of them!:D
The cream legbars have a coop of their own. I got my first two eggs from them yesterday, they were inside the coop next to the watering can. Today I had three and they were all underneath the ramp in their run. I was thinking if that is where they want to lay then their eggs will be varmint bait. Luckily I don't work outside the home so I can check up on them often.
 
You mentioned you use hay. They may like it better with pine shavings so they can wiggle/snuggle down onto the fake egg. You can even put them in the nesting box so they become more familiar with it and realises it's not a small closed in scary place.
Tell her this is her Suite room at the Hotel! LOL

I had one girl that could not get the nesting box concept so, I let everyone else outside and keep her inside for an entire day. She did lay that day and did learn that is the place to be.
Now she lays every egg in the nesting box.
