I heard that if you are harboring an ALBC critical breed and a rooster, you can keep them anywhere. It would be awesome because our neighbors are complaining about our HENS and we need to give them away.

The ALBC does not exempt you or anyone from federal, state, county and local laws regarding the rearing of livestock.

i wanna know if there is a right to farm act that will let you keep hens. they passed a law here two years ago that we cant keep chickens. what if someone has them before the law?

There is a 'right to farm' law in Washington state. Whenever you buy property you have to sign a paper stating that there may be farms within 1 mile of your house and you cannot complain.

With that said, a 'right to farm' is not unalienable right by any stretch and things get very complicated very quickly.
