Alive but behind! Pea fowl under a broody? So torn what to do?

1. Im a nervous first momma of peafowl. 3 shipped eggs under broody. 2 hatched yesterday. 3rd is alive, moving but not pipping. Or peeping, only soft scratching.
   
   I don't want to lose the chick of course. Best bet? let it go another 12 hours or pip a hole in the air cell. It looks like something big is protruding into air cell space... not near the shell. a head? a bum?
