It means that whoever bred the bird, whether a hatchery, private breeder, etc. was not breeding towards the standard.

It just means that the birds are bred for production (egg, meat) rather than to conform to a breed "standard". Personally, I believe the production birds make better pets.
 
looks like hen to me to spurs no big combs or wattles or saddle feathers i think rhode island pullet
 
How old is it?
I agree on Hatchery RIR but I was thinking pullet. Mine are almost 4 months and it looks like my hens.
