In my brooder I never use shaving or loose litter of any kind. I prefer plain white paper towels. I don't use newpaper as it's too slippery. I layer three or four layers of paper towels in the bottom and I change it once a day. The poo is mostly absorbed or dried on the paper towels.
BUT I only have a small brooder. If you have 25 or more birds at once, paper towels would probably get pricey. I usually have less than 15 birds at any one time in the brooder.
