We need to know how old and a better picture of the body (side ways)....Does it have a tail? Agree it's looking Cockerel, maybe EE. More pictures of the side view, body & head would help.

I think those are slate legs, in which case he's a wheaten Ameraucana. They aren't green which would mean EE. However I am far from an expert on the breed so hopefully someone more knowledgeable will answer.
