Handling is what takes care of flighty and nervous birds for the most part not penning in my experience. Now some are easier than others to get to come around but if they don't trust you it don't matter if they are penned or not.

If anything using cords helps the most with trust then working and handling when off a cord. Anything that doesn't come around you might as well cull it your just asking for trouble if you don't.
