Also the way they’re set makes a big difference. Loop size, cable diameter. No entanglement etc..

Ok. . I get the difference I suppose.
So I guess they just decided it needed to be called something different to avoid confusion over what can be used where and how it must be set up?

Every state is different. It’s kinda strange that you’re snare cable isn’t allowed to be smaller diameter.

The main difference is the break away device and the way you have to set them compared to snares. You can use a 15 inch loop with a snare and only a 12 with a cable restraint.

I had just never heard of a "cable restraint device" before.

Yeah pretty much. Cable restraints actually kinda suck but they’re better than no cable at all.
The thinner the cable the faster the loop closes. The thinner the cable the deadlier too. The thin cable closes tightly and can cut off blood flow without actually killing an animal. It can cause “water head” and cerebral edema.
