I thinks it might be look at those waddles and crown! I don't thinks he supposed to have that black/brown on the legs or beak so I think something is wrong with him. He could use some vegetables and garlic that will clear right up.
He's got a mean look in his eye too, I think he needs some peepers so you can't see those mean eyes.

If all else fails re home him but you need to make sure he's not going to be ate or used for nefarious shifty purposes.

Kudos to you for asking the *experts for help!! Is vet care an option? Can you post pictures of the rooster, your coop setup, wife, meatloaf and anything else you feel will be necessary to help this poor rooster survive. I don’t have much experience so I’ll tag someone that can help. @shawluvsbirds , @chucknorris , @rickmoranis

It happens bud from egg to mature birds ya gotta start somewhere though. If ya get reliable healthy birds it seems that’s a big win within itself. All you read is sicknesses how can I treat or I lost 634 chickens to a varmint I think I’ll relocate It when I catch it or hope it doesn’t come back for another buffet.
I made a mistake somewhere and I culled hard to keep it from spreading. I lost good birds but its better then loosing all the birds
