If a city does not allow chickens, neighbors would call animal service if they see or hear your chickens, especially roosters. What if we all mobilize, and use boomboxes to blast chicken/rooster sound in our backyard, and put a coop there to make it look like we have chickens inside. Neighbors would call and animal service people would show up, only to find you don't have any chickens (you unplug the boombox when they show up). You can start talking about some neighbors being hysteric and always look for trouble, etc.
If we all do this on a regular basis, city's animal service is going to get fed up with neighbors' complaints, and either change the code, or do not show up when they call. I have some police friends and they told me they hate those complaint callers the most. Those are the most annoying people and take up lots of police time. Nice, friendly people always work out things with their neighbors and never call the cops. Cops don't hate the noise makers, they hate those complaint callers.
