Just thought I'd mention, assuming roosters aren't allowed in your area?
The reason for regulations like that is because they don't want neighbors to be annoyed and complain. If your neighbors don't complain, then no one cares. I might go ask all your neighbors if they mind if you have a rooster. You might be surprised how many don't mind. Throwing in a dozen eggs every now and then certainly helps.
If that doesn't work, than I hope you find him a new home. Wishing you luck!
