another question about eggs in nest

My hen is on her first-time nest- 22 eggs. I have doubts if any are fertile.
My standard bronze tom, 2 yrs old, seems to be incredibly incompetent.
Incredibly stupid according to my husband. The poor boy (the tom, not my husband)
wastes his efforts sideways and backwards on the hens and treads them terribly.
(My hens must laugh at him behind his lovely fanned feathers.)
So is there a chance that he occasionally got it right and
some eggs may hatch ?
And will he improve with practice or is he just too stupid as my husband claims ?
 
Some are probably fertile, I had a tom that would do the same thing for a while until he finally figured out what he was supposed to do.
