I would add the collar with the grommeted tag is a great idea but if she got lost and it somehow comes off no one would know right away (if at all) that she is deaf. I would recomend getting her microchiped and have it put on there that she is deaf. That way if she would ever get away they would know. Collars come off microchips don't.
Hand signals and desensitization are the way to go. Oh and plenty of treats/praise.
