This is the only picture I have. Local roo needs a home, and I am considering taking him. They told me a breed, but I am not sure he is what they say. What are your guesses?

What did they tell you he was? He looks like an Easter Egger roo to me, maybe Cochin mix.

I didn't want to influence things by planting a breed seed, , but I was told "Orpington." The comb, (lack of) wattles, feathered (appearing) legs, possible beard, make me pretty sure he is not what they say.

I would say a mix. It does not look like a true Black Orpington.
