Any idea what breed these tiny chicks are?

I got some new chicks today at the feed store. There are 2 that are teeny tiny. The person at the store said they are 3 weeks old but all of them seem so small still. the tiny ones do have quite a bit of feathers. Here is a pic of them next to one that the guy said was a partridge rock. Any ideas?

I have a couple that look like that, they could be OEGB's, or EE's. I'm still not 100% on what breed my little ones are- but they look about the same age as mine- 2-3 weeks old.
 
I'm still very new to all of this, but they look to be maybe 2 weeks old. I'm assuming the little ones are Bantams...but I *really* don't know anything about those and what breeds they are most likely to be. Do they have cheek fluffs?
And the PR looks like the PR that I just got, but mines a bit older--I was told 3 weeks and mine has a lot more feathering than yours.
