Absolutely, that is an Easter Egger, beard and all. Looks nothing like a SLW. And I believe it's a cockerel as well.

Most EEs do have beards and muffs just like Ameraucanas do. Some do not, but then, on occasion, an Ameraucana will be beardless (fault, and shouldn't really be breeding stock)
